Odaily Planet Daily reports that the U.S. State Department has launched the Freedom Tech Excellence Program (FTEP), with the Bitcoin Policy Institute, Palantir Technologies, Anduril Industries, and the Victims of Communism Memorial Foundation listed as founding partners. FTEP is a talent exchange program designed to embed private sector experts in relevant State Department work to support diplomatic efforts surrounding "digital freedom" and "freedom of speech." The Bitcoin Policy Institute stated that the program will allow it and other private sector experts to participate in key issues, including online freedom of speech, privacy-enhancing technologies, anti-digital surveillance, and responsible AI governance.

According to Odaily Planet Daily, Cardano founder Charles Hoskinson stated that quantum computing could be a major test of Bitcoin's governance capabilities. If the Bitcoin network cannot coordinate necessary upgrades, BTC could lose its status as the world's largest cryptocurrency. Hoskinson stated that Bitcoin's problem lies in being "frozen in time," making any changes extremely difficult. He believes that early disappointment with Bitcoin's lack of flexibility was one of the reasons that led to the creation of Ethereum.

According to a research report by William Blair, cross-border payment company Wise plans to resubmit its application for a National Trust Bank license under the US GENIUS Act's stablecoin regulatory framework. Previously, the Office of the Comptroller of the Currency (OCC) had rejected its original application. In a letter dated July 21, the OCC stated that Wise's application was incompatible with the Federal Reserve's new policy regarding Master Account access to payment systems. William Blair analysts point out that while a license would have allowed Wise to more directly access the US domestic payment system, the Federal Reserve has essentially suspended granting Master Account licenses and is developing new policies for "payment accounts." However, William Blair believes that Wise's resubmission does not signify a major shift in its stablecoin strategy. Analysts do not expect the company to drastically change its stance on stablecoins, but rather that it is more likely to readjust its application path to comply with the new regulatory framework following the GENIUS Act.
