PANews 3月18日消息，据美SEC官网消息，美国证券交易委员会主席Paul Atkins在DC区块链峰会上除了公布 新加密货币指南 ，还提出加密资产监管安全港的构想，包括三项豁免路径：1.初创企业豁免：为期最长四年，允许项目在达到成熟前获得监管缓冲期，四年内可筹集不超过500万美元，需提交原则性披露信息。2.融资豁免：允许在12个月内最多融资7500万美元，需向SEC提交包含原则性披露、财务状况和财务报表的披露文件。3.投资合同安全港：当发行人完成或永久停止投资合同项下的核心管理努力后，相关加密资产可豁免证券定义。Atkins表示，该框架借鉴了国会近年工作，特别是CLARITY法案，预计将在未来几周内发布拟议规则征求公众意见。
