The Hong Kong Securities and Futures Commission (SFC) fined Victory Securities HK$1.7 million for violating regulatory requirements and temporarily suspended the licenses of its responsible persons.
According to BlockBeats, on July 24, the Hong Kong Securities and Futures Commission (SFC) announced that Victory Securities Limited was reprimanded and fined HK$1.7 million for violating regulatory requirements in handling a client account. The license of its responsible officer and core function manager, Zhao Ziliang, was temporarily suspended for three months, from July 22 to October 21, 2026.
The relevant violations were discovered by the Hong Kong Securities and Futures Commission (SFC) during its investigation of a suspected "market manipulation" scheme. The client opened an account on October 29, 2019, and subsequently issued two sell orders, submitting statements purportedly issued by other brokers as proof of shareholding. Despite the fact that the value of the shares was clearly inconsistent with the financial situation declared in the account opening documents, Victory Securities failed to conduct sufficient due diligence before executing the orders and failed to obtain a reasonable explanation for the warning signs.
Subsequent information revealed that the client may have submitted false documents to facilitate one of the transactions, but Victory Securities failed to report the relevant fraud or deception to the China Securities Regulatory Commission (CSRC). The CSRC believes that its handling of the matter did not meet the requirements of the Code of Conduct and anti-money laundering regulations and guidelines, and that this deficiency stemmed from Zhao Ziliang's failure to fulfill his responsibilities as a responsible person and senior management member.
When deciding on the disciplinary action, the China Securities Regulatory Commission (CSRC) took into account that the incident was an isolated case and no systemic vulnerabilities were found in Shengli Securities' internal controls; the company had improved its policies and procedures and conducted mandatory training; Shengli Securities and Zhao Ziliang had cooperated with the investigation; and Zhao had no prior disciplinary record.
Both WTI and Brent crude oil prices fell by more than 3% intraday, with WTI crude oil dropping below $90 per barrel.

The Hong Kong Securities and Futures Commission (SFC) has optimized the regulatory framework for single-day leveraged and inverse products to ensure orderly trading in the market.
Odaily Planet Daily reports that the Hong Kong Securities and Futures Commission (SFC) issued a revised circular today, stipulating that leveraged and inverse products whose capacity is highly susceptible to market conditions must adopt a flexible leverage structure. Under this structure, leverage ratios can be adjusted daily within the existing cap (i.e., 2x for leveraged products and -2x for inverse products). Therefore, product providers can lower the target leverage ratio for these products when necessary, thus having greater flexibility in managing products during periods of high trading volume. The leverage ratio for these products on the next trading day will be disclosed after the market closes each day. This potential daily adjustment of leverage ratios also helps to enhance investors' understanding that leveraged and inverse products are day-only products, reminding them that these products are not suitable for holding for more than one day. India's Treasury Board has proposed that a self-regulatory organization temporarily oversee the cryptocurrency market.
According to Odaily, the Indian Parliament's Standing Committee on Finance has recommended that the government establish a temporary regulatory mechanism, led by a recognized self-regulatory organization, to oversee the domestic cryptocurrency and virtual digital asset market. The committee warned that the lack of a clear legal framework exposes millions of retail investors to operational, custodial, and fraud risks. The committee recommended that this self-regulatory organization, under the direct supervision of the Reserve Bank of India or the Securities and Exchange Commission of India (SEC), implement standardized codes of conduct covering consumer protection, platform transparency, and token disclosure standards. It should also be responsible for auditing exchange reserves, mandating the segregation of customer funds from corporate funds, and establishing channels for handling user complaints. The committee further emphasized that this temporary mechanism must operate under the strict supervision of the central bank or the SEC to address macroeconomic risks such as cross-border capital flows, the dollarization of stablecoins, tax evasion, and violations of foreign exchange management laws.
