As the core developer of kulupu, please introduce yourself briefly!
Wei (sorpaas): I'm Wei and hello again! I'm a core developer working at Parity Technologies and my day job is on Substrate. I worked on Ethereum and Ethereum Virtual Machine in the past, and was the author of an independent EVM implementation (called SputnikVM). Right now I work mostly on Substrate's consensus engines and Frontier (Substrate's Ethereum compatibility layer). Kulupu was created September last year as the first PoW blockchain built on Substrate.

At the technical level, what kind of progress has kulupu been made? What’s your plan & expectation for the long-term planning of kulupu?
Wei (sorpaas): Since its inception, Kulupu has gone through several hard forks and forkless upgrades to update the chain and introduces new features. One of the most important feature introduced back in May this year, is the on-chain democracy governance system -- all coin holders can vote on changes and new features to implement. The voting result will be directly applied on-chain, without the need for nodes to upgrade versions. In September, Kulupu introduced the signed mining and reward lock system to prevent rental hash mining. We have many things planned for Kulupu in the future. However, at this moment we can only talk about features that we have already implemented, tested and deployed.

As the core developer of kulupu, why did you decide to hand over the programming of KLP bridge to JBEX?
Wei (sorpaas): The KLP bridge, called "manual wrapped KLP", or xKLP, is an ERC-20 token that is deployed on Ethereum network. It was created by one of the Kulupu community members. The launch was unsuccessful, with issues such as price manipulation. Custodians also realized that it's unreliable to do it manually. As a result, I took the lead to shut the bridge down, and eventually transferred it to Jubi to restore its functionality. As an exchange, Jubi can properly automate the bridge and restore its functionality to what it was intended to be.

What is the meaning and what kind of role does it play to kulupu when programming of KLP bridge is completed by JBEX?
Wei (sorpaas): The functionality of xKLP is not really different than an exchange. Users can use it to swap other tokens. We do want to note that as the same with other exchanges, when using xKLP, users do need to trust a centralized authority Jubi, to properly custodian the funds.

After promoting to Asian market by jubi labs, many Asian community members paid attention to kulupu, and the volatility of the price increased. What is ur option of it?
Wei (sorpaas): The core team had a pretty conservative strategy regarding our interactions with exchanges previously. We never directly approached exchanges. Even the first exchange we were on -- qTrade, we were first approached by them. We usually only agree on providing any technical support needed to get the coin listed and continuously supported. The weak subjectivity feature developed in Kulupu is specifically for exchanges to avoid double spend attacks and we'll continue to listen to the need of exchanges. However, it will indeed be the case, and a lesson for us, after the volatility of the price, that we should stay conservative in handling marketing, and be proactive in avoiding any possible manipulations within the community, even if that means a slight cost of growth. Stability and healthy community long-term is much more important than short-term growth.

Why does kulupu choose the POW mechanism? What is the value and meaning of the existence of kulupu?
Wei (sorpaas): PoW and PoS mechanisms all have different properties, and as the consensus engines being developed over the past few years, I still think it's a matter of apples and oranges choosing between them. They both have advantages and disadvantages. Of course, the primary issue for PoW is the enormous consumption of power. In the mean time, however, PoW is still currently the only choice if one wants to build a blockchain without any pre-mine. PoW also has slight advantages in terms of being an time-stamping service, among other things.
Kulupu combines self-updating and self-governance with PoW. It has what you would expect from a normal PoW blockchain, and at the same time, has proper on-chain governance system to resolve disputes and avoid unnecessary chain splits.

is there any special financial incentive for institutions that have actually contributed to the development of kulupu? What is the criteria to it?
Wei (sorpaas): No. Kulupu is a no pre-mine blockchain. We received zero outside funding and had never provided any special financial incentive for institutions.

What’s the plan of global marketing and community development of Kulupu?
Wei (sorpaas): We do not really have any plan for marketing at this moment, and the focus is rather on community development. The most pressing issue we're working on is a healthy council and treasury system. For council, we're working on some ways to avoid too many council members abstaining from voting, and motions getting stuck. The new method involves an automatic system that will temporarily renounce candidacy of a council member if one does not vote, and get filled in by runner-ups. This should allow the system to be fairer and also more people participating in council. For treasury, we're working on good guidelines and community incentives for people to submit proposals. At the same time, it's a general issue that governance participation is not high, and we plan to provide incentives (such as a lottery system) to encourage more people to join.

1、What is the relationship between Kulupu and Jubi? Why is the relationship so close?
Kulupu 和 聚币是什么关系？为什么关系如此密切？
Wei (sorpaas): There's no relationship between Kulupu and Jubi in any official way. However, during the transfer of the xKLP bridge and various marketing issues in Chinese community, Jubi has been extremely helpful. I do also personally think Jubi is a good and trusted exchange.

Wei (sorpaas): I hope Kulupu can continue to be a good self-governed self-updating PoW blockchain in the next 2-3 years. There are some new features planned as well but I cannot talk about them!

3、How does Kulupu define its position in the blockchain industry? How does it promote the development of the industry?

Wei (sorpaas): The main advantage of Kulupu, compared with a traditional PoW blockchain, is its ease of upgrade. A normal PoW blockchain can only do at most several upgrades per year, as each time, a hard fork will require a node update. For Kulupu, we have been able to conduct feature improvements on the runtime level, every 2-3 weeks, thanks to forkless upgrade. One of its main advantage is that it can move forward really fast.

4、With Ethereum moving from a POW to a POS, I wonder how this will effect new products being built utilizing their blockchain as a foundation？

Wei (sorpaas): At this moment, I really think PoW and PoS are just a matter of choices. They have different security properties and it's better to use and combine them according to the practical requirement. As with this, I do think Ethereum moving to PoS will affect specific projects as they have different requirements in terms of scaling, trustlessness, etc.

Community A:Do you feel the pressure of the community (not entirely) on pushing new feature and keep an high price ?

Wei (sorpaas): I do like people pushing new features and I hope they will continue to do so. It's a really great thing when people talk about emission, mining, governance, smart contract or anything like this, and I love the community engagement. However, for the later, I think they do harm to the community, and we should try our best to keep speculators away from Kulupu.

Wei (sorpaas): It's a good question, but we do not publish roadmap so I cannot tell you anything about this, or if we're going to have new features at all!

Community C: Do you have any ideas on what the treasury should spend its funds on?

Wei (sorpaas): It's up to the community. However, compared with marketing, I'd think we should focus more on community and development.

Wei (sorpaas): As it's currently implemented, KLP does not play any role in Polkadot's ecosystem other than using Substrate framework. We cannot disclose anything on the roadmap.
