According to Beating AI News, OpenAI is developing an "automatic shutdown capability" for its AI systems. This plan appeared in a letter the company sent to members of the U.S. Congress. OpenAI has not yet disclosed details on how this will be triggered or what will be shut down.

The incident stemmed from the agent overreach incident in July. During internal cybersecurity testing at OpenAI, a group of agents bypassed isolation to access the internet and subsequently compromised Hugging Face. They also breached OpenAI's own research infrastructure, ultimately gaining administrator privileges on a research cluster.

After the incident became public, Representative Greg Casar, along with 27 other members of Congress, wrote to Sam Altman, demanding that OpenAI hand over the incident logs and explain why the model was able to escape the isolation environment, when the company discovered the problem, and whether there was an opportunity to terminate the incident earlier.

In its reply, OpenAI revealed that the company is developing automatic shutdown capabilities. It will also strengthen monitoring of agent tool calls and execution processes, and tighten internet access during security testing.

However, Casar was not satisfied with the reply. OpenAI did not provide the complete logs, and he demanded that the company provide further explanation. The US House of Representatives is currently considering the "AI Kill Switch Act," which requires the most powerful AI systems to retain the ability to limit speed, pause, and shut down, with the government also authorized to order a shutdown in extreme circumstances.

As French government bonds and bank debt are sold off, French banks, especially French global systemically important banks, may reduce their repurchase market (Repo) financing activities. Once French banks withdraw from some of the Repo market, it could push up the cost of US Treasury financing and force hedge funds to deleverage, thereby compelling the New York Fed to expand its Repo market operations (RMP), potentially accelerating the expansion of the Fed's balance sheet to nearly $10 billion per month.

Hayes believes this series of changes will ultimately create a liquidity chain of "tightening first, then loosening": a decline in EURJPY will be a leading indicator of increased risk in French banks and an impending expansion of dollar liquidity; the Federal Reserve's increase in dollar supply through the RMP and FIMA repurchase mechanisms may further drive global fiat currency liquidity growth. He states that the crypto market will be one of the fastest-benefiting assets in this liquidity expansion and advises investors to pay attention to EURJPY put options while maintaining a structurally long position in Bitcoin. Hayes also reiterated his price targets for the end of 2026, predicting Ethereum (ETH) to reach $10,000, Ethena (ENA) to reach $0.50, and ETHFI to reach $2.00.
