The investigation revealed that the scheme transferred funds (primarily USDT) to Moldova intermediaries through centralized platforms in Russia and Kyrgyzstan, which then converted the funds into cash for use in bribing voters, funding protests, and promoting specific candidates. Blockchain analytics firm TRM Labs further pointed out that the Kyrgyz exchange TokenSpot may have been involved as a front for the sanctioned Russian platform Garantex.
